Section (iii): Procedure followed in decision-making process including channels of supervision and accountability
National Council of Science Museums(NCSM) follows the procedure indicated in Manual of Office Procedure (MOP) for decision-making. The Section Officer/AEE/Curators propose action with the help of staff working under them in accordance with the prescribed procedure and level for final disposal and approval. The Section Officer/AEE/ Curator normally submit the file to the respective heads of divisions/ sections who in turn submits the file to Dy. Controller of Finance/ Senior controller of Finance for checking before sanction by the competent authority as per delegation of power in Bye-Laws of NCSM. In some cases Directors submits the file to the Secretary and Secretary submits the file to DG, NCSM/ GB for approval and sanction. Level of submission depends on the delegation of power in various administrative and financial issues. Each officer in the channel is accountable with respect to submission of facts, but the ultimate accountability lies with the highest level approving the proposal or a taking decision.
 
Section (iv): The norms set by it for the discharge of its functions
NCSM follows the norms set out for all Government of India offices by the Department of Personnel & Training/Department of Administrative Reforms and Public Grievances.
 
Section (v): Rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions
The rules and regulations, instructions manuals etc. are as prescribed and published by the Ministry of Personnel, Pension and Public Grievances including AR Wing like FR/SR and other service/establishment manuals and instructions and financial rules like GFR and Delegation of Financial Power Rules issued by Department of Expenditure from time to time. Besides these, separate rules and regulations, other Manuals are framed by this organisation. For the administration of various Acts as indicated in the function of the Department, attached/subordinate organisations keep the rules, regulations, instructions, manuals and records.

Minutes of the Meeting of these committee meetings are not accessible for public.

The NCSM does not execute any subsidy programme.
